Protocol for Discovery of Legal Services
PULSE is an open protocol that simplifies the discovery and engagement of legal service providers, ensuring seamless and interoperable resolution journeys for citizens.

Different categories of legal disputes are handled by different institutions, and citizens often do not know which provider to approach. They struggle to find the right one or can not transfer to the appropriate provider because the systems are fragmented and interoperable.
A group of volunteers mapped out the minimum standard lifecycle of a dispute being resolved through Online Dispute Resolution (ODR). Using this as a starting point, the team developed the Protocol for Unified Legal Services (PULSE), an open protocol designed to enable seamless discovery and engagement of legal services providers.
PULSE uses a set of interoperable API specifications, reducing the need for multiple direct integrations between each legal service provider and user-facing apps. It ensures continuous sharing of status and updates. Initially deployed in the ODR ecosystem, PULSE helps users discover different ODR service providers.
